Dr. Sa’ad Umar Idris graduated from the Ahmadu Bello University, Zaria Nigeria with a B.Sc. Political Science (Best Second-Class Upper Division Student) from the Department of Political Science, Faculty of Arts and Social Sciences (FASS), which earned him the Henry Ijembi Award for being the Best Graduating Student from Department of Political Science, F.A.S.S, A.B.U Zaria in 1989. He obtained an M.Sc. Business Studies (Human Resources Management Major) from Salford University, Salford, Manchester, UK in 1993 and emerged among the top two on the course. Thereafter, he attended a Management Development Programme at Further Education Staff College, Coombe Lodge, Blagdon, Bristol, Uk in October, 1993.

In 2001, Dr. Idris got a fellowship from the Chinese Government to undertake a Ph.D in Economics. In July 2005, Dr. Idris graduated with a Ph.D Economics (Labour Economics Major) from the Premier Renmin (People’s) University of China, Beijing. During the course of his Ph.D programme, he was involved in various researches both in and outside China especially in the areas of training and development which has been his research interest and professional field. During his fellowship Ph.D  programme at Beijing, he had the opportunity to work with renowned Professors both in and outside China, including renown American Professor of Economics and Nobel Prize Winner, Professor James Heckman. He is a Member/Fellow of many Professional bodies, some of which are the Nigerian Institute of Management (NIM), Chartered Institute of Personnel Management (CIPM), Fellow, Institute of Industrialist and Corporate Administrators (FIICA), and Fellow, Institute of Corporate Administration (FICA). He is also a Fellow and Ambassador of the Chattered Institute of Loan and Risk Management of Nigeria (CILRMN) and a Council Member of the Institute as well.

Dr. Idris has over 30 years’ experience in the Nigerian Public Service, most of which was spent on the training function, he had always been involved in developing and implementation of visionary, dynamic and innovative training solutions that addresses issues of preparation and coordination of training/capacity building plans, providing organizational set-up for trainings; designing training programmes and organizing logistics for large scale International Trainings and Study Tours.

He was appointed Director of Training of The Electoral Institute (TEI), Independent National Electoral Commission (INEC) in 2015 and in 2017, he became the Acting Director-General of the Institute, a position he occupied for two years before becoming the substantive Director-General in 2019. Since his joining the Institute, he has been responsible for matters pertaining to Coordination of Electoral Training and Research Activities of the Institute and also supervises and coordinates Research Publications of the Institute which includes TEI Monograph series, Nigeria Electoral Journal, TEI Public Lectures, Policy Dialogues and RoundTable series. This is in addition to supervising the Electoral Violence Mitigation and Advocacy Tool (EVMAT) activities etc.

Dr. Idris speaks several languages including Mandarin (Chinese) Language.

Victoria Eta-Messi was born on 21st November, 1967 in Lagos and hails from Calabar Municipal LGA of Cross River State. She joined the Commission in January 2006 as an Assistant Chief Administrative Officer. She holds a First Degree in Education (English) from the University of Lagos, and a Masters’ Degree in Public Administration from the University of Calabar. She also obtained a Masters’ Degree in Electoral Policy and Administration (MEPA) through  Sant’Anna School of Advanced Studies, Pisa, (Italy) in partnership with UNITR & International IDEA.

Before joining the Commission, she had stints in both the public and private sectors. Of particular interest was the opportunity of moulding and grooming teenagers as a teacher.  

Between 2006 and 2022, where she rose to the rank of a Deputy Director, she served the Commission in the Training Department of the Electoral Institute (TEI). During this period, she participated in several training and certification programmes, which informed her performance in the Department and the Commission. These include: Basic & Advanced Management Trainers’ Development Workshop (MANDEV), Centre for Management Development (CMD); Building Resources In Democracy, Governance And Elections (BRIDGE) TtF Workshop; Election Observation Training Course(STO) & Election Management Training Course (EMTC) – Kofi Annan International Peacekeeping Training Centre, Accra-Ghana; Short Learning Programme in Management of Democratic Elections in Africa, MDEA- Institute of African Renaissance Studies, IARS (UNISA), Pretoria, South Africa; Professional Training in New Techniques and Methodologies for Electoral Research & Professional Certificate in Strategic Electoral Reform (ICPS), London-UK; Foreign EMB Officials Course -Korean Civic Education Institute for Democracy, KOCEI- National Election Commission, Seoul, South Korea. In April 2022 she was deployed to the Gender & Inclusivity Department, as Deputy Director in charge of  Gender Relations, a position she held until November 2024, when she was appointed Director, Voter Education and Publicity, upon her promotion.

She is an Accredited BRIDGE Workshop facilitator; Fellow, Institute of Corporate Administration; and Member, Nigerian Institute of Public Relations (MNIPR).

Her hobbies include reading and learning.

 

Mrs. TADESE Adenike Florence was born over five decades ago and hails from Iwo town in
Iwo Local Government Area of Osun State.

She attended Cherubim and Seraphim Girls Grammar School, Ipetumodu and started her
post-secondary education at Osun State College of Education, Ilesa where she obtained a
Nigeria Certificate in Education (NCE) in 1991. She then proceeded to Obafemi Awolowo
University, Ile-Ife, Osun State where she graduated with a Bachelor of Arts, (Second Class
Upper Division) in linguistics in 1995.

During her National Youth Service Corps (NYSC) program in 1995/ 1996.
She served as a Duty Continuity Announcer, Newscaster and Programs Presenter at the
Osun State Broadcasting Corporation, Ile Awiye, Oke Baale Osogbo, Osun State.

She obtained her Master’s degree and graduated with a Master of Arts Education (Guidance
and Counselling) in 1999 from Obafemi Awolowo University, Ile-Ife, Osun State.

Mrs. TADESE is computer literate with Certifications in computer operations.

She joined the Independent National Electoral Commission (INEC), Osun State in the year
2000 as a Public Affairs Officer (PAO). Over the years, she rose through the ranks to
become a Deputy Director.
Between 2017 and 2022, she served as Head of Department, Voter Education, Publicity,
Gender and Civil Society (VEP) in INEC, Ogun State. She was later transferred to INEC,
Lagos State in 2022, where she continued in the same capacity until 2023. She was
subsequently redeployed to the National Headquarters, Abuja, as Deputy Director, Publicity.
In November 2024, she was nominated by the Commission to attend the 10th General
Assembly and ECONEC Symposium on Information Integrity and Electoral Integrity, themed
“What Role for EMBs in the Era of Social Media?”, held in Freetown, Sierra Leone.
Mrs. Tadese is a highly versatile public relations specialist, communicator, counselor,
educator, strategist, and administrator with extensive experience in her field. She is a
member of the Nigerian Institute of Public Relations (NIPR) and has attended numerous
training programs, including those sponsored by INEC’s foreign partners, such as IFES,
ECES, UNDP and DAI, to enhance her professional expertise.
She enjoys associating with individuals and organizations that promote humanitarian
causes, love, and fellowship. As a dedicated Rotarian, she made history as the first female
President and third President of the Rotary Club of Osogbo Metro. In 2016, she received
the Award-Winning President on Sanitation and was also recognized as an Outstanding
World-Class President of the Rotary Club.
She is a Paul Harris Fellow of the Rotary International Foundation and a Past Assistant
Governor of the former Rotary District 9125.
Mrs. TADESE Adenike is currently the Director of International Cooperation and Protocol at
the INEC National Headquarters, Abuja.

Mrs. Helen Omozua Ajayi was born in Oredo LGA of Edo state and is an
indigene of Ihievbe town in Owan East LGA of Edo state. She holds a
Bachelor's Degree in Political and Administrative Studies with a Second Class
Honours in 1990 from the University of Port Harcourt, River State. She
completed her compulsory one year of national service (National Youth
Service Corps) in Ibadan, Oyo state in 1991. Mrs. Ajayi worked at Igbinedion
Education Centre as a Montessori teacher from 1996 to 1999. She joined the
Independent National Electoral Commission (INEC) as a Personnel Officer I in
1999.
In pursuit of self-development, she advanced to obtain a Master of Science in
Public Administration from the University of Benin in 1995. In the same year,
she became a graduate member of the Nigerian Institute of Management
(NIM). In early 1999, she obtained an International Diploma in Early Childhood
Education from the London Montessori Centre. she also acquired a Master of
Science in Religious Education from the University of Anahuac Mexico in
2022.
As an INEC staff, she attained various certificates, including; basic training in
Election Administration (2004, 2006), and Election Dispute Management from
the West Africa Network for Peace-building, WANEP (2014). Mrs. Helen was
a state trainer in INEC Edo State from 2008 – 2011. She worked as an
Electoral Officer in INEC Akwa Ibom, Bayelsa, Edo and River States and as
Election personnel in Anambra, Cross River, Delta, Imo, Kogi, Ondo and Osun
states.
In October 2024, she was promoted to Director in the Commission and
subsequently redeployed to INEC Headquarters as Director, of the Planning
and Monitoring Directorate in November 2024 where she is currently serving.

The Director, Planning and Monitoring is a seasoned Election Administrator
who is committed and dedicated to her assigned responsibilities. She is
happily married with children.

HALLIRU AMINU: Born on 10th September 1966 in Katsina. Had his early Primary Education from  1972 to 1978, Secondary Education from 1978 to 1983
Attended the Bayero University Kano for his First Degree and graduated with B.SC Economics (Second Class Upper) in 1989. He also holds a Master’s Degree in Banking and Finance (M.SC) in 1993.  He is a Fellow Certified National Accountant (FCNA) of Association of National Accountants of Nigeria (ANAN) and an Associate of the Chartered Institute of Taxation of Nigeria (CITN).
He began his working Career with the National Electoral Commission (NEC) in
* 1990 as Audit Officer II on Grade Level 08 and subsequently rose through the ranks to substantive Director Audit in 2020. He attended various Courses, Seminars and Conferences/Workshops both Local and International.


He is married with children. He likes travelling,  Knowledge acquisition and sharing for the betterment of humanity

 

 

Born  29/03/1970 at TANGLANG, Billiri Local Government of Gombe State.

She attended Tanglang Primary School and obtained FSLC in 1982, GCE from Government Secondary School Tula in 1987, IJMB from Bauchi College of Art and Science in 1989. Obtained a degree in Law from the University of Jos from 1991- 1996 and the Nigerian Law School, 1997. I was called to the Nigerian Bar in February 1998 and served the mandatory National Youth Service in Kwara State and holds Masters in Election Management from Bingham University in 2022. Hold other certificates and membership of professional bodies and certifications.

A committed reliable team player driven by the goal of quiet excellence and the ability to work under pressure and beyond comfort with utmost loyalty to authority. The years of service and experience acquired have built and impacted positively on my ability to deliberately organize, coordinate and be a mentor to personnel under my supervision, setting and achieving targets, delivery of quality service and maintaining professionalism in a homely work environment.

The years of professional and electoral work experience provided the skills and knowledge broad enough for development growth and performance in my present employment and any other organization.

Joined the services of the Commission as a Legal Officer on Grade Level 9 in August, 1999. Served as head of legal in Gombe, Kano and Niger States and as head of Legal Drafting at the Headquarters.

 

Olatunde G. Olalere was appointed Director, Voter Registry department in 2024. He was
promoted to Director in December 2023 and took over the leadership of Voter Registry (VR)
department upon the retirement of the former Director until his appointment as substantive
Director in November 2024. He is a 1995 graduate of Electrical Engineering from the University of
Lagos, Nigeria and obtained a Master of Project Management degree from the same University in
2003. He served the mandatory National Youth Service Corps (NYSC) from 1995 to 1996. He is
from Ibadan, and was born on the 27 th of May 1968 in Ibadan, the Oyo state capital. He is happily
married with children.
Mr. Olatunde spent most of his working life as an ICT professional deploying ICT solution in
different areas of endeavour. He is a member of Computer Professional Registration Council of
Nigeria (MCPN), A life member of Nigeria Computer Society (MNCS), member of Project
Management Institute (PMI), a Certified Cisco Network Associate, an Accredited Compaq (HP)
Technician (ACT), and a Fellow of Institute of Corporate Administration.
He joined the Commission as Senior Engineer in 2002, a pioneer of the Information and
Communication Technology (ICT) department, one of the ICT professionals employed for the
computerization of electoral process for the 2003 general election. He rose through the ranks in
ICT department and was promoted to Assistant Director in 2015. During this period, he was part
of the first electronic voter registration project in Nigeria in 2002/2003 which was implemented
with OMR technology. Upon introduction of Direct Data Capture Machine (DDCM) in 2010/2011,
he also played a key role in the voter registration project which introduced voters’ photographs to
Register of Voters.
In addition, he took part in the implementation of several other ICT projects in the Commission,
including Electronic Voter Accreditation and Verification, Installation of Local and Wide Area
networks, installation of Commission’s Datacenter and Enterprise servers.

He was posted to the Voter Registry (VR) department after his promotion to Assistant Director in
2015 and was responsible for coordinating and supervising VR departmental activities in the six
states in the south-west geo-political zone of the country. Again in 2019, he was promoted to
Deputy Director, Field Operations, responsible for the VR departmental field activities across the
country, reporting directly to the Director, whilst still interfacing with ICT department on technical
issues.
He had led many teams to successful conduct of CVR field exercises including voter registration
exercise in Lagos state in 2010/2011, the largest state voters database in the country. He also
served as technical supervisor, leading several teams from the Commission headquarters to
successful conduct of general and governorship elections in many states of the federation.
Mr. Olatunde worked in ICT consulting companies before he joined the Commission. He
implemented many ICT projects, deploying ICT solutions for many organizations, including Oil
companies, Manufacturing industries, Telecom companies, Educational Institutions, Banks, and
other Financial Institutions. He also facilitated different ICT technical trainings for many
organizations. While in the private sector, he worked as a contract staff in an oil company for a
while, providing maintenance and technical support services for computer system installations.
He had experience in deploying a wide range of ICT solutions, including Software Applications,
Database management systems, Unix/Xenix and Linux operating systems, Novell Netware and
Microsoft network solutions, LAN and WAN implementations, and Fibre optic cable installations.
Mr. Olatunde attended many technical and leadership training programs, workshops and
seminars, both locally and outside the country, among which are: Leadership Skills, Decision

Mr. Shittu Hakeem Kolapo [FCA, FCTI, FCSA, FNIM, MICEN]

Mr. Shittu Hakeem Kolapo was born on the 25th of March  to Honourable Kasali Adejare Onilewura Shittu.

He had his early education at Omoleye Nursery and Primary School in Onipanu, his secondary education at CMS Grammar School in Bariga, Lagos and proceeded to the Federal Polytechnic Ilaro, Ogun State for his Higher National Diploma in Accounting in 1991.

Mr. Shittu completed his National Youth Service Corps (NYSC) in Kaduna, after which he became a Chartered Accountant in 2006. Over the years, he has accumulated significant experience in both the private and public sectors, including his role as Head of Finance and Accounts Department at Afremedev Consultancy Services.He is a fellow of several accounting institutes and professional bodies both locally and internationally.

Mr. Shittu is known to be a man of few words with a large heart and a hearty laughter that spreads joy. He is fully dedicated to service and passion for humanitarian causes. He is also known for standing out in every place he finds himself even in his fashion sense. He is an active member of the Rotary Club in FCT where he serves as an Assistant Governor. He is also an Arch Klumph Society member (In view).

He is an amazing football and billiard enthusiast. Known not to condone mediocrity and non-chalance. He has an intelligent mind and is known for grooming young minds such as himself.

Olayide Dorcas Okuonghae was born on 25th May, 1969 in Ilorin Kwara State. She hails from Omu-Aran in Irepodun Local Government Area in Kwara State.

She graduated from the University of Jos, Plateau State with B.A (Hons.) Theatre Arts in 1991 and proceeded to earn her Masters Degree in Public Administration (MPA), from Ladoke Akintola University of Technology, LAUTECH – Ogbomosho, Oyo State, in 2014.

Earlier, young and ebullient Olayide bagged her OND certificate in Law (1988), from Kwara State Polytechnic, Ilorin, and later acquired a certificate in French from Alliance Française, Ilorin in 1994.

Burning with a penchant for an enviable life career, unrelenting Olayide, in 1991 observed the mandatory service to the Nation under the NYSC Scheme at Enugu State Ministry of Arts and Culture.

She is a fellow of the Institute of Corporate Administration of Nigeria, FICA (2024); she joined an array of feminine trailblazers to win the African Integrity Hallmark Award by Timeswatch News Magazine (2024).

Today, Olayide has over 31 years experience in the Public Service which underscores her meticulous preparedness to set beautiful career trends.

She was appointed Acting Director, Administration Directorate in April 2022, a position she held for two (2) consecutive years before becoming a substantive Director with effect from 1st January 2024 on Grade Level 17.

 

HER CAREER PROGRESSION:

She joined the National Electoral Commission (NEC) on Grade Level 08 as Personnel Officer II on 17th February, 1993 and was posted to Personnel Department where she served for Nine extensive (9) years.

She served in Personnel Department for so long but when She became an Assistant Director, She was posted to Procurement Department in year 2012. She was deployed to Administration Directorate as Deputy Director in-charge of SERVICOM/Freedom of Information Desk.

In April, 2022 she was appointed Acting Director Administration Directorate and subsequently appointed substantive Director on 1st January, 2024 to head the Administration Directorate. Olayide was recently 0posted as Director Commission’s Secretariat in December, 2024.

Grace Alewo Onuche is the Director, Human Resources Management at the Independent National Electoral Commission (INEC) Headquarters, Maitama, Abuja, Nigeria.

She was born on 2nd November 1968 and hails from Igala-Mela/Odolu LGA in Kogi State. She holds a B.A (Ed) Degree in History, a Post Graduate Diploma in Election Administration (PGD), and a Master Degree in Public Administration (MPA). She joined the Commission on 2nd May 1994 as Personnel Officer II and rose to the rank of Director, having served in various capacities at the Commission Headquarters and State Offices.

She was appointed as Director, Human Resources Management on 14th October 2024, first woman to hold such a prestigious position in the Commission. She has good analytical and organizational skills.

As Director, Human Resources Management, her schedule aims to align the Commission’s personnel with the Vision and Mission of the Commission given the fact that people drive the processes to achieve the Commission’s mandate.

Management of the day-day administration of the three(3) divisions of the department which revolve around recruitment, training, promotion, management of staff exit (retirement, resignation etc) staff discipline, manpower planning and workforce analysis.

Mr. Austin Nnamdi Orogbu was appointed Director, Directorate of Administration INEC Headquarters, Abuja on the 20th November, 2024. An indigene of Awka South LGA, Anambra State. Mr. Austin Nnamdi Orogbu joined the Commission in 1991 as Personnel Officer II. He holds a first degree in History from University of Calabar, Cross River State and Post Graduate Diploma in Election Administration; University of Nigeria, Nsukka.

 

As a seasoned Election Administrator, he has championed several Election Management with Political Parties across states in Nigeria which has won him special recognition within and outside the Commission. He has attended several courses in Policy making, Election Management, Political Party Management and Public Enlightenment. He has also served the Commission in various capacities such as;

 

Head of Department, Election and Party Monitoring, Technical Services as well as Electoral Officer, both in INEC FCT and Ekiti State. He is a fellow of Institute of Professional Managers and Administrators of Nigeria (FIPMA).

 

Director, Administration is an upright man with passionate for due diligent and transparency and has always exhibited such character in line of his responsibilities. He is happily married with children and his hobbies are mentoring and sports.

Paul Obi Ayaeze was born on the 1st   of January in Lagos to Chief Sylvester Sunday and Ma. Catherine Ayaeze.

His early education was done at Ayaba Alafia Primary School Eyaganku in Ibadan where he obtained Primary School Leaving certificate in 1976 and Government Secondary Schools in Rijau and Minna both in Niger State in 1983. He attended University of Jos in 1989 for tertiary studies and graduated as the best Student in Physics.

He served the compulsory NYSC in Lagos at the Armed Forces School Management in 1989/1990.

His working career started with the Armed Forces School Management in 1990 until he left to pursue a master’s degree in Computer science.

He joined Independent National Electoral Commission in 2002 as an Assistant Chief System Analyst and rose to the rank of Director in 2022.

He participated in building the first National Database of Voter Registration using Optical Mark Recognition (OMR) technology. He managed the second largest database of Kano State for the 2003 General Election and led the technical team for the 2003 Election in Kano State. In 2005 he was appointed Secretary for the Technical Team for the Road Map for 2007 General Election where the Election Process was developed.

In 2006, he and other collogues of ICT and the then newly created Voter Registry Directorate developed the software for the Direct Data Capture Technology for Voter Registration after identifying the defects of OMR Technology.

This software was used to produce the Voter Register for the 2007 General Elections.

In 2010 he was deployed to Ogun State Data Center where he was the manager of the data centre and manned the offsite replica Database and a printing center for Voters Card. While there, he supported the INEC Ogun State office to produce the Voter Registration for the 2011 General Election still using the Direct Data Capture Technology.

In 2014, He was redeployed back to INEC National Headquarters Maitama as an Assistant Director in the Voter Registration Department and coordinated the national printing of Voter Register for the 2015 General Election.

He was promoted to the rank of Director in 2022 and was deployed to Anambra State as a supporting Director for the 2023 General Elections.

In August 2023 he was deployed to Akwa Ibom State as the Administrative Secretary (AS) and Acting Resident Electoral Commission (REC).

In Akwa Ibom he toured the entire 31 LGAs and was able to know the staff, he introduced quite a few initiatives, that are still in force till date. He conducted two (2) Bye Elections that emerged successful after same elections were earlier conducted three times before he arrived Akwa Ibom and were declared inconclusive.

He was again redeployed back to National Head Quarters Abuja in December 2024 as Director of Intergovernmental Affairs (IGA). The position he is currently occupying. He is presently developing a new Directorate of Intergovernmental Affairs.

  • Oracle Trainings in Lagos 2004 and Cape Town, South Africa 2004.

Ibrahim is a distinguished Professor of Comparative Politics specializing in Nigerian
government and politics. He currently serves as the Director of Research and
Documentation at the Independent National Electoral Commission (INEC) in Abuja,
Nigeria. Ibrahim earned his bachelor’s and master’s degrees in political science from
Usmanu Danfodiyo University and completed his PhD in Politics at The University of
Edinburgh.
Ibrahim has an extensive and dedicated career in public service. His professional journey
began as a corps member in the Personnel and Administration Department at the Zonal
Office of the Nigerian National Petroleum Corporation (NNPC) in Kaduna. Subsequently,
he was appointed as an Electoral Officer in Katsina State and later served as an
Administrative Officer in the Office of the Head Civil Service of the Federation (OHCSF),
posted as a Project Monitoring Officer for the National Poverty Eradication Project
(NAPEP) in Sokoto State Office.
Ibrahim has had a distinguished career in academia and research, teaching at prestigious
institutions including Usmanu Danfodiyo University, Umaru Musa Yaradua University,
and Sokoto State University. Currently, he is responsible for overseeing the
implementation of several key research projects for the Commission, such as the
Election Violence Mitigation and Advocacy Tool (EVMAT). Additionally, he coordinates
various electoral workshops, roundtables, policy dialogues, seminars, and conferences.
He collaborates with both national and international electoral development partners on
multiple studies, including the Electoral Process Diagnostic (EPD) Project.
As the leader of the Research and Development Team, Dr. Ibrahim spearheaded the
creation of the Documentation and Archiving Policy – INEC Policy Number:
INEC/DE/No:60/2021, as well as the Electoral Training Impact Assessment (ET-TIA) Tool
for the Commission. These initiatives provide evidence-based assessments of INEC’s
performance and electoral processes, enabling informed electoral policies, decisions,
and directives. His significant contributions to the field of electoral politics include his
Ph.D. thesis titled “Electoral Governance: Understanding the Democratic Quality of

Elections in Nigeria,” and the well-regarded International IDEA publication, “Nigerian
State Elections during the Covid-19 Pandemic.”
Throughout his career, Dr. Ibrahim has mentored research students across various
disciplines and levels within social/management sciences and public administration. He
has also served as an external examiner for Sokoto State University.
Fluent in both English and Hausa, Ibrahim was born in January 1975. He completed his basic
education at Aya Primary School and Government Day Secondary School in Funtua and
furthered his studies at the Sokoto State College of Arts and Sciences. He is happily
married with children. Ibrahim’s career is truly impressive and multifaceted! His extensive
background in academia, public service, and research showcases his dedication to
improving Nigeria’s electoral processes and governance. His role at the Independent
National Electoral Commission (INEC) and his contributions to various research projects
demonstrate his commitment to enhancing democratic practices and electoral integrity.

Dr. Binta Kasim Mohammed was appointed as the Director of Training at The Electoral Institute (TEI) of the Independent National Electoral Commission (INEC) in April, 2021. As the Director responsible for the Commission’s Electoral Training, She leads the Design of all Electoral Training Activities and is able to spearhead implementation  Nationwide through the 946 Pool of Trainers domiciled at the TEI, Headquarters, State and Local Government Offices of the Commission. The major activities handled by the Department are but not limited to the Electoral Capacity Building of Commission Staff, Training of Election and Registration Officials,  Election Security Personnel and other Electoral Stakeholders for Bye, Off-cycle and General Elections. She also manages the Development, Review and Production of the Electoral Training Curriculum, The Manual for Election Officials, other Electoral Training Publications and e-Resources.

        Born in Zaria, Kaduna State in  September 1979,  she had her Primary and Secondary School education at Therbow School Zaria and  later proceeded to Bayero University, Kano to secure a Bachelor of Arts Degree in Mass Communication. She graduated in 2002 and in the same year participated in the one-year mandatory  National Youth Service first in Edo State and later in Ogun State. She later completed an M.Sc in 2010 and a Ph.D in 2016. She was a University Academic in the Prestigious Ahmadu Bello University (ABU) and the Kaduna State University (KASU) where she rose to the rank of Associate Professor before joining the Services of the Independent National Electoral Commission.

        Dr. Binta has many Researches and Publications majorly on the overlapping and ever dynamic interactions and influences of Society, Culture, Communication and Political Economy. She has also taught many Courses, Supervised Students, and participated in both Local and International. Conferences. She also participated in the National processes of the Development of the National Strategy for Strategic Communication (ONSA/EUTANS) and Unbundling of the Mass Communication Programme in Nigerian Universities.

        Dr. Binta holds Memberships of the Scientific Committee of  Media and Communication (MEDCOM) of The International Institute of Knowledge Management (TIIKM), the African Council for Communication Education (ACCE),  the Association of Communication Scholars and Practitioners of Nigeria (ACSPN) and the Nigerian Institute of Public Relations (NIPR). She has also previously served as a two-year Internal Advisor for the On Nigeria Programme of the MacArthur Foundation.  

        Asides her Academic and Public Service background, Dr. Binta is a Communication Expert, a Prolific Writer, Analyst and loves to participate in non-profit Engagement and Orientation.
