Guide for Voter Transfer
Every Nigerian has the right to live in any part of the country and relocate as seen fit. An important part of voter registration is that an eligible person is advised to register at the centre nearest to his or her residence. This is to make it easy for the voter to access the polling unit and vote on Election Day.
When relocation occurs, a voter cannot vote in his/her new location unless he/she transfers his/her registration to the new place he/she has relocated to.
Eligibility for Transfer:
A voter is eligible for a transfer if he/she relocates to another place that is outside the polling unit in which he/she registered.
Procedure for Transfer:
There are two methods for voter transfer.
- Online transfer
- In-person transfer
ONLINE TRANSFER
Transfer of Voter via the Online Voter Registration System
Existing voters may transfer their registration to their chosen PUs from any state of the nation where they reside to any other State where they wish to vote, as well as PUs within RAs in all States of the country via the Online Voter Registration System as follows:
Step 1: Log on to the voter registration website: https://cvr.inecnigeria.org.
Step 2: Click on SIGN IN/ REGISTER
Step 3: As a new user, fill in required details (Name, email, Phone number, etc.) to create an account on the portal or sign in using a Facebook or Gmail account.
Step 4: Go to your mail and click on the verification link sent to verify your account.
Step 5: Sign-in to the portal.
Step 6: Click on Transfers.
Step 7: You will be required to review your voter status by taking two pictures of yourself. This will verify your identity with your existing picture in the INEC database to prevent unauthorized transfer requests.
Step 8: After verification of your identity, select the location of the PU you wish to transfer to.
Step 9: Your transfer request slip will be displayed and sent to your email.
Step 10: Print or save your transfer request slip.
Step 11: Your request will be automatically submitted to the EO and REC of the State you requested to be transferred to for approval.
Step 12: You will receive update on your transfer request via email.
IN-PERSON TRANSFER
Step 1:
A person who intends to transfer his/her registration will apply to INEC’s Resident Electoral Commissioner (REC) of the state where he/she is currently residing through his/her Electoral Officer (EO).
Note: The application should contain the current address and phone number of the applicant as these will assist in allocating the polling unit nearest to him/her as well as for contact purposes respectively.
Step 2:
The applicant shall attach a photocopy of his/her Permanent Voter’s Card (PVC) to the application and submit at the nearest registration centre nearest to him/her.
Note: The applicant must apply to the Resident Electoral Commissioner in good time, well before 90 days to the date of the election. No transfer can be entertained or granted less than 90 days to the date of an election.
Step 3:
If satisfied that the applicant is currently resident in the area, the Resident Electoral Commissioner shall approve the application and direct that the applicant’s details be transferred to his/her requested location.
Note: The Resident Electoral Commissioner may require evidence such as Utility Bill for confirmation of your residency.
Step 4:
The applicant will be assigned to the nearest polling unit to his/her address given in the transfer request submitted.
Note:
- The applicant’s registration and particulars will be deleted from the register of voters in the previous location and added to the new place he/she has been transferred to.
- When the PVCs are ready, the Commission will make a public announcement to that effect for collection. The applicant should pick up the new PVC in person at the new location he/she was transferred to as collection by proxy is not allowed.
